A few questions:

1. Are the power measurements being made into an antenna or a dummy load?

2. If measurements are being made on an antenna, can the difference also be
observed when loading a dummy load?

If not, I might suggest that there are undesired RF products being created
in the SSB mode (possibly out of band) that are not present on CW.  Check
things like the speech processor, level of audio drive, etc. How do the
readings compare when using the Class-A mode?
