I am not sure about the delay, but the variation in brightness is due to
temperature variations. Since this is a phosphor florescent display, it is
very sensitive to lower ambient temperature even when it is only in the 63
to 67 degree range. You can see this same affect on most ordinary florescent
bulbs. They start out fairly dim in a cool garage or outside if one does not
live in Arizona.
