[1000mp] Fast AGC action

Hi Barry,
I cycled rapidly through all the bands a couple of times on my MkV. At
no time did the S meter peg. When switching from a band with an S6
noise level to another with very low noise the S meter fell back to zero
with what I consider to be reasonable rapidity. I do have the menu set
such that the meter hangs a little while on peaks.
