At least with the original MP, the monitor circuit lets the sub receiver 
"act as an RF monitor, allowing the operator to hear actual 'on the air' 
results of bandwidth and other adjustments of the EDSP and/or microphone 
equalization during voice transmission, as well as the effects of CW 
timing adjustments in that mode."

As far as I know, when the monitor is off, you merely hear an internally 
generated sidetone on CW, whether transmitting or not.  Notice that the 
monitor-on function only works when actually transmitting, indicating 
that you are listening to your transmit signal, not a mere sidetone. 
You should also see activity on the sub-receiver's S-Meter when the 
monitor is on and you are transmitting.

If things sound raspy on the monitor, maybe they really are!
