[1000mp] Stingy S-Meter?

If the station you are working is running the same power, and you're both 
using a single antenna for tx/rx, then you should both be receiving each 
other at the same signal level.  In this situation, if you're consistently 
seeing a significantly lower S-meter reading than the other guy and you 
don't have any attenuation switched in, I would venture to say that your 
meter is misaligned.

Off the top of my head, "tuned" preamp will kick in more gain on 10M and 
"Flat" preamp will kick in more gain on 160M
