[1000mp] 160-metres with only 12watts output?

Hi fellow Hams,
I have just purchased a 1998 model FT-1000MP (8I320124&CPU 1.30) which I
noticed was only putting out about 12 watts keydown on 160 metres with the
hidden menu 9:9 set to 15. When I changed the menu 9:9 to USA (like my
FT-100D), I get full 100 watts output like the rest of the bands. Can
someone please comfirm if this is normal and what is the 9:9 setting for a
Australian version 1000MP.
