Your absolutely right. It's clear in the header.
The problem lies in that this is one VERY few reflectors that is configured
this way and it becomes a matter of habit.

I've made the mistake a couple of times because I forgot.

Maybe someone should look at the reason that the other reflectors are
configured different.
So that if a mistake is made...there is less chance of something being
published that wasn't meant to be.

My opinion. Your mileage may vary.
