That is because S meters are almost always not 6dB per S unit, 
but more like 3db or less at mid-scale.

Near S-1, they are almost always around 1dB per S unit.

We really can not use S meters, unless we are high in the scale 
and have verified they are correct. But the important thing is even 
1db can be a big difference when signals are marginal, and 6dB 
sounds like an amazing improvement unless you are well out of the 
noise.
