[1000mp] Clarifier Fix?

The other issue I find important when I'm running is that the freq display
shows OFFSET relative to my TX frequency. This is about the only thing the
"dinky" Clarifier has going for it. Otherwise, great suggestions Bill!
BTW, my 2-year old clarifier has been defective since new. It's not as if
this problem developed over time. Is the replacement encoder more of the
same, or is it a properly-functioning (different) type part?
