I don't know, Jeff; I gave a lot of the reasons that ARRL continues to
report IMD relative to PEP and none of them were "it makes the manufacturers
look better." Your continuing the "whitewash" accusation makes me think
that you did not believe me.
I don't think that it does make the manufacturers look better -- -30 dB PEP
is the same as -24 dB single tone, for two-tone tests. Those who understand
what those numbers really mean are not at all confused by the reporting
reference level. Those that do not understand would believe that a rig that
is reported at -24 dB single tone is 6 dB worse than a rig that is reported
to -30 dB PEP. Although I don't think that PEP reporting was the best
choice some 20 years ago, I think the confusion factor among those who would
not fully understand the difference is a good reason not to change.
