Right out of the manual. Play with it some. 
The squelch is super easy. Push the squelch button, turn the knob to the desired level (3 is good), and it’s locked in 3 seconds later.

Its now transmitting but I cannot find the setting for the PL / CTCSS freq?
There is a tone squelch menu with the proper selection of frequencies,
but they dont seem to have an effect.

Also the squelch seems to always be high, not much rx unless you hit the 
tx-pwr button then the squelch seems to come on normal, but eventually 
it reverts back to being too high?
