Looks like from the documentation that I have that type E2 limits 6m 
transmit to the range 50.2 to 51.2 MHz, all other versions allow 50 to 
54 MHz except types B1 and B2 that limit the range to 50 to 52 MHz. The 
type is set by internal surface mount jumpers. The technical supplement 
shows the tables on their effects and their locations on circuit the 
circuit boards. There probably is a mod on mods.dk for opening up 6m for 
European versions. Nearly all US and DX activity is below 50.2 and above 
50.080 with the US CW (and beacon) only band 50 to 50.1. We use 50.110 
for DX calling frequency and 50.125 for SSB calling frequency. FM 
activity higher in the band is possible, but I've not detected a lot in 
recent years. AM used to be on 50.4 but I observed years ago that I 
could work 100 SSB and CW stations in a contest before signals on 50.4 
got strong enough to be copied.

4m is too far from 6m for the 6m filters to work and there appears to 
have never been a 4m provision any where in the world so modifying for 
4m is serious requiring new filters, filter switching, and reprogramming 
the computer to allow the frequencies. European models seem to allow 
receiving down to 76 MHz but only wide band FM. I didn't dig deep enough 
to know but likely the 817 does like my 857 using a FM broadcast 
receiver chip for that band but the LO synthesizer of the rig, so 
there's no parts for transmitting in that frequency range. That makes a 
transverter probably with a 28 MHz IF the handiest way to get to 4m. I 
see them offered on epay from eastern Europe all the time at reasonable 
prices.
