Are you setting the radio to "FM" or "CW" before checking power? Unless you are using an expensive "Peak Reading" R.F. Wattmeter, low readings for SSB are normal, and should be about 35 watts for most voices, with correct mike gain settings, given an ACTUAL, but unseen, power of 100 watts peak!-- the SSB power will not read accurately on a R.F. Meter designed to read CW and FM power output. Turning up mike gain and/or compression to try and reach 100 watts indication on the incorrect type meter results in a very distorted audio quality signal!-73, KC3VO, Bob Curry
