It will be less noisy with new electrolytics. Old neglected 
electrolytics sometimes expand rapidly. Otherwise the technique that 
sometimes works is to bring it up slowly with a variac and preferably a 
100 or 200 watt incandescent lamp in series to act as a current limiting 
resistor.
