[Yaesu] Yaesu VX5R squelch problem

I have just picked up a Yaesu VX5R HT that has a squelch problem (I knew about this when I bought it).  When the squelch is closed it won't open up for any received signals.  You have to have the squelch opened (or use the monitor button) to even hear the signals.  The same thing happens if you open up the squelch setting but then use tone squelch to quiet the receiver.  However, it doesn't seem to have this problem on the wideFM mode.  Anyone else have a problem like this and know what is wrong or how to fix it?
