[Yaesu] FT-8100 Odd Packet Problem

At the subject says, I got a weird one here...

I took my OT+ (OpenTracker +) today and made a new cable to wire it up to the data jack on a FT-8100R.  Well, the OT+ is showing that it's receiving, using external squelch and the indicator flashes green with open squelch and while receiving so that much works.  The problem is transmit related.  When the OT+ goes into transmit the radio just flickers transmit really quick despite the red led on the OT+ still being on.

So I connected it to the computer and ran the config program and went to tuning and diagnostics.  I can click on PTT and the radio will transmit until I turn it off.  But if I click on either the high or low tone button then click PTT the radio doesn't transmit and wont again until I turn off the high or low tone and exit the program and then restart it, then I can again click PTT and it will transmit.  So I then tried clicking PTT and then clicking high or low, this is how I set the tone levels when it was connected to my FT-2800M but again as soon as I clicked on high or low I would hear maybe a blip of tone and then it would stop transmitting.

I checked, and checked, and checked, the wiring of my cable.  Everything is wired right.

Any ideas where to go here????
