I first started seeing the 'conus only' about the same time the scam 
whereby the buyer wanted to send the seller payment much greater than 
the selling price, wth the difference to be refunded to a third party. 
Of course the payment was bogus. This apparently originated outside the 
US, and the seller then had no recourse.

But if they are asking 'plus shipping' then it shouldn't make any difference.  I suggest using the phrase 'US Sales Only' rather than 'Conus'.
