seem to indicate it's the antenna..See if it's uniform (uh, tune then 
key, tune then key) across the band. (in real life, the rig will like 
sweet part of 80 meters) Thus there  must be a spot the transmitter 
likes at full power. Without going into a lengthy explanation, one to 
one doesn't always mean what it means. Also, not all tuners are created 
equal.
