This is a normal indication that the PLL has not locked-in. If I'm correct
you will probably not have any audio output until the display comes up.
The typical cause for that is the 60.77 mhz reference crystal is a little
off and does not start oscillation right away. If It continues, I would
suggest you attempt to tweak the adjustment on the Osc output RF coil
(T-2009). Sometimes a slight adjustment will make it works ok for a while.
The ultimate solution is to replace it with a good quality crystal. You must
exercise care in adjusting the slug. Its small and fragile. I fashioned a
flat screwdriver from a round wooden toothpick. I adjusted mine and got
another year out of it before it failed completely.
