When you plug in external power the battery is  disconnected so you may have 
to open up the HT and check where you plug in the  external power.
That switch seems to be hanging open

folks -- i  made the mistake (didn't know it was one) of pulling  the 
external power connector out of the top on the HT while the rig was  
operating.  since then the external power operates the HT just fine,  but 
internal batteries don't!
