Best?

The one you own that powers up when you need it to!  ;-)

Depending on the band, mode, propagation and latest
band-choking contest that could be anything from an old
BA or homebrew rig to a more sophisicated modern rig with
dsp.

It would help if you could narrow your parameters a bit.

Do you, like many of us, run your radios on 12vdc so they
are most readily powered from batteries during power
outages?  (You said "base" but that doesn't exclude 12vdc
only.)

Is your location noisy or impacted by BPL, high powered
Ham or commercial stations so you need serious filtering
on receive?

Do you have a good mix of excellent antennas or does you
rig need to compensate for poor antennas?

Are you stipulating modern semiconductor rigs or do older
tube-type BA rigs fit the category?

Are you looking for current production rigs or new only?

Here is a short list of rigs I have owned and operated over
the years, any of which would be versatile in casual dx
and local ragchewing:

Kenwood TS-180S
Kenwood TS-430S
Kenwood TS-690SAT
Icom IC-735
TenTec Jupiter
Yaesu FT-817  (QRP)
Yaesu FT-890SAT

There are others but this is a quick and short list.
