The sky did not fall in Canada either, when Industry Canada implemented the
code waiver program. Almost all candidates taking the Basic licence exam now
strive for a mark of 80% or higher; this lets them off the 5 wpm code
requirement.

I believe we have to accept that we may be witnessing the last generation of
amateur CW ops in those countries which have implemented the WRC '03
changes.
