[Yaesu] FT290R

Hello all,
	I have a Yaesu FT290R that I bought as is that I want to use as a transverter driver. The problem is that it is not working. To be precise, none of the front panel push buttons seem to work. The Vol / squelch and rotary encoder work as I can change frequency. It is stuck in 100Hz steps regardless of mode. I have scoped the switch matrix and checked all the diodes concerned as well as metering the switches for continuity. 
The schematic is a little unclear as all the busses are in one line and you cant be exactly sure where they go to.

Has anyone had any problem like this and knows what causes it? This rig is new to me and am not aware of glitches you get with these units.

A CPU reset resets back to 147.000MHz and selects a memory.
