Is this on all bands or just one or a few, if not all, which bands?

Does the PA run normal current as set by the bias adjustment?   
That checks the DC situation there.   Problems there (since not 
tubes) are usually pretty easy to see.   Check the meter shunt in 
the cathode circuit -- they usually look smoked if they are.

Does the receiver have normal sensitivity?   This checks most of 
the transmitter circuitry -- actually, nearly all the low power stuff.  

Visual inspection and feel-testing for bulges of everything in the PA 
cage (with power off and HV shorted!) is a good idea.   If the rig has 
been keyed up without a load some of the caps on the antenna end 
of the plate tank will be fried.   The plate circuit choke (big one on 
ceramic form) often shorts or opens up.  

There's a tiny choke in series in the driver or PA grid line -- I forget 
which.   Locate that and make a visual check -- if shorted, very low 
drive.
