[Yaesu] FT-901 question

Hello to the list,
I have used my FT-901DM exclusively for CW and decided to tune up on SSB
and check out the processor. I'm not sure if I have a problem or not but
the manual says that 'after initial tune up turn the mic gain until the
needle kicks down to mid scale of the green portion of the meter'. Well,
I can't get it down there. In fact, after about 10 o'clock the gain
doesn't improve....about half scale when speaking in a normal voice.
Also, while my watt meter shows normal output in CW it shows about 10-20
watts in SSB unless I whistle loud. I have changed out the Carrier and
NB boards from my parts unit with no change.
I'm thinking that there might be a problem in the ALC circuit. When I
flip the meter to the ALC position in the next step for the processor it
doesn't seem to act correctly either (but I'm not sure). I have the
service manual and see that the ALC voltage is applied from pin 3 of the
Rectifier A board to pin 16 of the NB board but don't see a specific
value.
Sooooo, does anyone know what the ALC voltage 'should' be (I'm getting
less the 1 volt)? Any other thoughts or ideas are most welcome.
