[Yaesu] FL-7000 Help

I just added a FL-7000 to the shack. It's connected to a FT-1000D. I've got
it connected to a dummy load at the moment. The ALC cable is connected
between the amp and the rig. The bandswitch cable is NOT connected.

When I turn on the power, I get all the correct lights. The VCC indications
are per the manual. However, when I get to the point where I switch the amp
in to operate mode, the indicator light above the operate button does not
light and I get the same output as I did with the amp out of operate (100w).
Also, when setting the ALC on the rig, I do not get any ALC reading on the
amp.

Any thoughts on what's going on?
