Ah, I missed that Fern is from Canada.

I think Canadian laws on listening to frequencies are much more liberal than
ours.  In fact, I think the Canadian position is that if it's on the
airwaves than anyone can listen to in including using descramblers, etc.

That said, I still don't know if its possible to modify the FT-90 to cover
cell bands.  I would imaging it would take reprogramming the micro-p in the
radio to allow this.
