First of all, this is quite illegal (whether or not it should be is a
completely different matter).  And most of the manufacturers block the
coverage of such frequencies in ways that are not really modifiable
(basically the law requires this).

Finally, with the popularity of digital cell phones growing, there isn't
much you could copy on cellular frequencies anyhow.
