Most experienced DX operators know HF propagation depends on the sun spot
cycle.  I suggest you look at a web page called Dx Summit.  This shows Dx
being heard and worked around the world.  You will see what bands are open.
The fall in North America is coming and 10, 12, and 15 will pick up greatly
and 17 and 20 will stay open often around the clock.  The low bands will
start to be clear of summer QRN and with a good antenna system you can work
world wide DX on 40 and 80 and sometimes even 160.

I also suggest getting the Complete Dxer Book by W9KNI.

Yes, the HF bands have had some bad lately but I hear Brazil on 160,
Antarctica on 75, Australia on 40 and Siberia on 20.  I worked Mali TZ on 15
SSB the other day and that station was beaming away from North America.  A
reasonable station can work DXCC almost any month of the year (that is 100
watts, Tri-Band Beam or Quad up 40 or 50 feet, and a dipole for 40 and 80).

Each week the ARRL has a propagation bulletin that tries to predict the next
week and CQ Magazine has an excellent Propagation column.
