When power modules go bad, they usually go bad all the way..... no power
out.
If you have 18 watts on high power, then the control circuit is more
suspect.
Especially if the low power output is correct. Look for a bad control
voltage into the module. For the typical SAV-17 modules, the control
voltage is about 8.5 volts for high power and about 5.5 volts for low
power, 5 watts. If it is at 12 volts or above, then the module or
something after that has failed.
