  All things considered, a bare minimum of 4 hours will
get you about 80% charged up, but a complete charge
of 12 to 16 hours will get you 100% capacity.

  If you're just recharging this battery out of a radio,
then feed it (700 / 30) about 25 mA overnight. Unless
the cells say that they can be rapid-charged, in which
case you can bring it up to 70 mA, but the cells will
start to get warm soon. (The C / 30 and C / 10 rules.)
