It really isn't about SHOUTING, it's about readability.
As a retired person who spent almost 40 years involved as a
professional in the typography business, I can assure you that ALL
CAPS is much harder to read than upper and lower case type. This is
because, when we read, the irregular shapes of the tops of the
characters help us read faster and with better comprehension. WHEN
USING ALL CAPS, THE TOPS OF ALL THE LETTERS ARE THE SAME HEIGHT AND
ALL THE LETTERS HAVE THE SAME APPEARANCE EXCEPT FOR THE SPACE
SEPARATING THE CHARACTER'S ELEMENTS OR THE LETTERS AND IT TAKES US
MORE TIME TO READ THE WORDS AND COMPREHEND THEIR MEANING. Perhaps you
didn't think that there really WAS a reason, and perhaps the
anti-shouters don't even realize it, but this is a fact. We use all
caps to emphasize a point, and not for whole text messages or full
paragraphs.
