[Wswss] EME Frequency reporting convention?

Due to my noise situation, I've given up on following the ARRL rules and am just looking around for any hints I can find online or otherwise as to where to look for signals.

When I see a report on HB9Q logger, or here, or anywhere of someone operating on 1296.090, does that mean:

- Their transmitters is on 1296.090?
- Their signal at the moon is at 1296.090 (so their transmitter was adjusted for their Doppler)?
- I should listen at 1296.090?  (Meaning that they have adjusted for their Doppler and my Doppler?  -- This seems unlikely since they don't know I'm listening.)
