>From there, click on the Electronic Comment Filing System link, then click
either "Submit a Filing" or "Submit a Filing (Express)".  When the form
comes up, enter RM-11715 in the first box and proceed from there.

 

Once again, please share your formal or informal input with me (or, if
you're in another ARRL Division, your Director and Vice-Director) so we can
help shape the League's response to the proposal.
