[Wswss] TIME CHANGE - Weak Signal Net

The Western States Weak Signal Net will be changing start time.

Beginning 13 Nov, the net will run from 4:30 to 5:30 pm every Sunday
on 3.920 MHz. Pre-net activity will start around 4:15.

This new time will be in effect throughout the winter as our
acknowledgment of celestial mechanics.
