[Wswss] Vacuum Capacitor question

I have a question about vacuum capacitors.  I have a few that are used in some industrial heating equipment that need to be checked.  The markings on them say VC-12-32.  I am assuming that mean vacuum capacitor- 12nF (or is it uF?) - 32000 volt.  I have a cheapie digital capacitor checker and the best reading I can get on it is 3nF.  I have a feeling I am doing something terribly wrong.

 

Can anyone lend a hand?
