[Wswss] MMT144-28 transverter question

Recently acquired a working MMT144-28 (Microwave Modules, Ltd.) transverter.
For some reason the docs aren't so easy to find, and apparently there are 
several variants.  I have docs for a "repeater offset" variant.
In any event, the info I've found via Google indicate that the TX input is 
roughly 300mW for 10W out.  I have read of units originally being supplied 
with an additional 15dB pad for the TX input so that they were "compatible" 
with 10W IF radios.
I just measured my unit, and it seems to be quite different...I kept adding 
pads until the 2m output started falling off, and I made it all the way 
down to -14dBm, which was quite a surprise.  That's 38dB more attenuation 
than I would have thought.
Has anyone else seen/owned an MMT144-28 with such low drive 
requirement?  I'm not complaining, but I'm a bit wary with it being so 
different from "published" info.
