[Wswss] changes to the beacon on 1296.340

Around 11:30 this morning, I changed out the signal source in the beacon
on 1296.340. The prior source was a PLL, and had some weak spurs heard
locally; the new one is a traditional crystal osc/multiplier affair. I
also reset the frequency (about 250 Hz higher than where it was). My
frequency standard is fairly good, but any signal reports or frequency
readouts would be helpful, though I believe it is currently +-50 Hz.
