[Wswss] Tuesday evening 1296 activity (and some 902)

Local propagation on 1296 was terrible with the exception of Len in Willits
(not really local at 140+ miles), and the coastal path was only a little bit
better. Guess it can't be great all the time :)

The weather here was changeable, with rain predicted overnight. It was in
the high 60's with light winds.

On 902, local propagation was also down, but Steve (DM04) was good copy on
SSB for 5-10 minutes until we both shut down for the evening.
