The Salvation Army has set up is SATERN network for disaster communications.

A health & welfare request is for finding out if someone you care about is OK.

They provide Health & Welafre info requests since no one can 
communicate yet into the storm affected areas.  I don't know how they 
find out

The net on 14265 MHz  recommends doing health and welfare requests 
via the above linked form on the net.

The Salvation Army is setting up to feed 400,000 + people a day with 
their mobile operations...amazing!
