[WSWSS] Tuesday Norcal 1296 net moved to 1296.110

Greetings fellow 1296 operators,

With the increase in participation lately, it seemed like we could use a
bit more time for the Northern California net activity on Tuesday evening.
When the long-distance schedules came up at 8, they were eclipsing some of
the ongoing conversations.

For this reason, I thought it might make sense to move the net frequency
to 1296.110 (same time, 7:30) and leave the calling frequency available
for schedules and other activities.

Please pass this change notice along to anyone I may have missed in the
