[WSWSS] DM05sb beacon on @ 1.5 watts

The Tehachapi beacon is back on two meters,
now running 1.5 watts into a 7-element Yagi
pointed up the Central Valley.  It previously
ran 20 watts output, but it turns out that
two "400 watt" wind turbines charging 600
ampere hours of batteries weren't adequate
to keep the system running, even in a
notoriously windy area.
