All you need is a calculator.  Multiply the decimal degrees by 0.60 to get
the seconds.  For example, 117:51.18 becomes 117:51:10  Actually unless you
need absolute accuracy, you can easily do it in your head and get it close
enough.  For example, each tenth of a minute is 6 seconds.  Using the
example above, 51.18 is pretty close to 51.2 minutes so it's pretty close
to 51 minutes 12 seconds.  That will get you within 3 seconds at the worst.

Yes, it's annoying that Street Atlas only displays decimal minutes.
