[WSWSS] lat/ long converter program?

Hi All,

Does anyone have, or know of a program that converts Lat/long format
degrees, mins, decimal mins format(DDD,MMM.MMM) to degrees, mins, secs
format (DDD, MMM, SSS).  I have a maping program that only gives me deg,
mins, decimal mins format, and other programs that can only deal with deg,
mins, secs format.
