[WRL] Globe Chief drive insufficient

I have two Globe Chief 90 transmitters and both have very low grid drive to the two 807 tubes. I have replaced the 6AG7 crystal oscillators in both transmitters and still have insufficient drive. 

Drive is low and when keyed the 807s just turn blue and draw low plate current and produce low output. I can't figure out why grid drive is insufficient.

Has anyone had this experience with their Globe Chief? What, if anything, did you find and do to correct the problem? Thanks and 73, John, K5PGW
