[WRL] Globe Chief Oscillator

 The Crystals work in my Globe Scout but not my Chief. It has the 33pf and
the 500pf for the mod is not there and so I don't believe that it has been
modified for VFO operation. The symptom is that the meter reads about 25 ma.
whether there is a crystal in the socket or not.  Then if you close the key,
the current on the meter goes to zero. There is just no oscillation and no
