i would be very surprised if you are not offered a quantar for free. 
if you/they are not offered any then we should communicate again (i will be astonished).
frankly they must not have asked anyone very loud....

mmra has multiple quantars on 2m and 900 in use and we did not pay for any/most of them.
i forwarded your msg to mmra board of directors on which there are people building/maintaining about 50 repeaters that i know of.
i also forwarded your msg to [email protected] which is a group that specializes in this commercial stuff/repeaters. 
there are people on that list building/maintaining countless repeaters.   Many commercial radio guys that make this stuff available. 
Sometimes 4 at a time.
