[Wma-ares] SET and WinLink

[Chuck Chandler]

Considering the inter-dependence of power grids, we should assume the New
England and New York ISO regions would be impacted.  Any VARA HF WinLink
servers outside of the W1 and W2 call areas should be usable though.
