And what sort of "help" do you want??  Do you think one of your fellow hams on a email mailing list can somehow reinstate your long-expired ham and commercial licenses?

I have already been to the ARRL web site as well as FCC.  They refer me to you.  
Looks like circular motion to me.  I was hoping you could give me some actually 
useful information.  Both of us know that certainly in the past, one could 
request a particular call.  I would suspect that is still possible if I were to 
retake the test.  Yes, I had a commercial Radio Telephone as well as a 2nd class 
radio telegraph.  I know the radiotelegraph was done away with, but the two 
together does prove I took the tests.  Oh well.  If you can actually help, let 
me know.

 Looks like your license expired in July 2011.  There is a two year grace period 

but licenses that have been expired for more than two years are not eligible for 

renewal or reinstatement.  The ARRL website has some great resources for 
renewing your ham license:

Regarding the "First Class Commercial" - I suspect you mean the First Class 
RadioTelephone Operator license.  It hasn't existed for nearly 30 years so I 
don't think you have much chance of renewing it -grin-   What's the expiration 
date on your certificate?  Back in about 1983 the FCC merged the First and 
Second Class RadioTelephone ticket into the General RadioTelephone license 
which, once renewed would have been good for the rest of your life.

The FCC recently did the same thing for the Radio Telegraph licenses - first and 

second class are now combined into the new "RadioTelegraph Operator License".  I 

was fortunately enough to get ticket #1 of the new license.
