Please read http://kohl.senate.gov/.  You are partially correct.  He is a U.S Senator...FOR WISCONSIN.  The HR607 letters, a national issue, need to go to your "Congressional Representative."  Maybe we should be reading the ARRL's recommendation at http://www.arrl.org/news/arrl-asks-members-to-write-in-opposition-to-hr-607.

Let's not get so trivial on the wording of someone's title as so much as we need to send the letters to the proper legislative personnel.  This HR607 is extremely important to the Amateur Service.
